Sergey Karaganov (born 12 September 1952) is a Russian political scientist who heads the Council for Foreign and Defense Policy, an analytical institution. Karaganov is a close associate of Yevgeny Primakov, and has been Presidential Advisor to both Boris Yeltsin and Vladimir Putin. Karaganov has been a member of the Trilateral Commission since 1998, and served on the International Advisory Board of the Council on Foreign Relations from 1995 until 2005. He has also been Deputy Director of the Institute of Europe at the USSR (now Russian) Academy of Sciences since 1989.
